The post-Mejii Japan's geopolitical considerations and philosophies with its internal contractions are usually described as frictions between the General Toya's versus Admiral Yamamoto's views. The first being aggressive, linear (like post- Bismarck Germany), heavy-handed, hard-power fixated, essentially provincial and insecure, and the second being more inclusive, process oriented and cluster minded, and soft- power centred approach (from today's world perspective described nearly melancholically as) the cosmopolitan. Like Venus and Mars, it is a cleavage between the ultimative versus transformative. The Russian power centres with the two dominant geopolitical approaches traditionally were concentrated around the Military establishment (pro-Asian) and around the Russian Foreign Office (pro-European). Since the Peter the Great epoque, both of them often fought for an exclusive pre-eminence within the top power- brokers of the Russia's decision making system.
